Aged care reform is no longer a conversation for tomorrow. From 1 November 2025, the Aged Care Act 2024 will take effect, placing resident rights at the centre of the system and reshaping how providers, families and communities approach care.
For Peninsula Villages, this is not a departure. It is an affirmation of principles we have lived by for decades: your life, your choice, our community. As a community-owned, not-for-profit organisation that has supported Central Coast locals for forty years, our purpose has always been to put people first and to hold ourselves to our ICCARE values: Integrity, Community, Compassion, Accountability, Respect and Excellence.
What the Act signals for the sector
The new law replaces the 1997 framework and related legislation. It puts older people and their decisions at the centre, introduces a single-entry point and assessment approach and confirms stronger protections, including a registered supporter role and whistleblower safeguards.
What matters most
A rights-based approach is realised in the everyday interactions that shape a person’s experience of care. Three questions guide our thinking:
- Are choices visible and easy to act on? Rights should show up in the small moments: the way options are explained, preferences are documented and revisited, and information is shared with families.
- Do people feel they belong, not just receive services? Connection to community is part of wellbeing. A village model that supports continuity of care helps people keep routines, relationships and a sense of home.
- Is transparency building trust? Oversight is strengthening under the new Act. Being clear, timely and open with information is how providers meet the standard and earn confidence.
How Peninsula Villages is leaning in
Our model of care has long been centred on individual choice and community connection across retirement living and aged care. As a community-owned organisation, we are driven by care, not profit and we measure success by the quality of everyday life for our residents. Those principles remain our north star as the new Act takes effect.
Looking ahead
Between now and 1 November 2025, the Department is releasing guides, fact sheets and explainer videos to help older people, families and providers understand the changes. We encourage everyone to review the official materials and to start conversations early. Rights work best when they are known, understood and acted on together.
The Act sets the framework, but the responsibility for bringing it to life rests with all of us in aged care. At Peninsula Villages, we see this as an opportunity to deepen trust, strengthen connection and ensure rights are lived, not just legislated. The future we are working toward is one where older Australians feel secure in their choices, connected to their community and confident that their rights are respected every day.
